Paul A. Leder Named as Director of SEC’s Office Of International Affairs

The Securities and Exchange Commission today announced that Paul A. Leder has been named director of its Office of International Affairs, which advises the Commission on cross-border enforcement and regulatory matters and coordinates the SEC’s involvement with regulatory authorities outside the United States.

Mr. Leder comes to the SEC from the law firm of Richards Kibbe & Orbe LLP in Washington, D.C., where he was a partner. 

Mr. Leder previously spent more than a decade at the SEC.  He joined the agency in 1987 as a trial attorney in the Enforcement Division.  Soon after the Office of International Affairs was formed in 1989, Mr. Leder joined its initial leadership team, first serving as assistant director and later deputy director.  From 1997 to 1999, he also served as senior adviser for international issues to Chairman Arthur Levitt.  During his tenure, Mr. Leder regularly represented the SEC internationally, including at meetings of the International Organization of Securities Commissions (IOSCO) and the Organization for Economic Cooperation and Development (OECD).

“I am delighted that Paul has agreed to return to the SEC at this very important time,” said Mary Jo White, Chair of the SEC.  “Paul brings a wealth of experience and judgment in handling cross-border enforcement and regulatory matters as well as demonstrated leadership, both from his prior work at the Commission and in private practice.”

Mr. Leder said, “I am thrilled to be returning to public service and to be rejoining the talented staff of the Office of International Affairs.  I look forward to working with Chair White, the other Commissioners and my new colleagues throughout the agency on promoting the agency’s mission.”

Mr. Leder earned his bachelor’s degree and his law degree from the University of Michigan.  He began his legal career in 1981 at the Public Defender Service for the District of Columbia.
