FASB Holds September 23 Meeting

At its September 23, 2026, meeting, the FASB discussed (1) insurance-related issues and
(2) the use of the portfolio layer method in a fair value hedge.
Insurance
The Board discussed stakeholder feedback on insurance-related issues, including that
received in agenda requests and as part of the 2025 agenda consultation. The discussion
centered on three main topics: (1) life insurance, (2) ceded reinsurance, and (3) other
Codification improvements to ASC 944. While the Board decided that it would not be
adding to its technical agenda projects on either life insurance or ceded reinsurance at
this time, it directed the staff to research those issues further. The Board also
indicated that it would be making enhancements to ASC 944 as part of its evergreen
project on Codification improvements.

Portfolio Layer Method
The Board discussed the scope of its project on applying the portfolio layer method to
liabilities in a fair value hedge. After discussing a number of alternatives, the FASB
ultimately determined that the scope of the project would be financial liabilities. In
addition, the Board directed the staff to address the project’s costs and benefits at a
future meeting.
