SEC Issues Final Rule on Security-Based Swap Execution Facilities

The SEC has released a final
rule to “create a regime for the registration and regulation of
security-based swap execution facilities.” The final rule, which is being issued in
response to a mandate of the Dodd-Frank Wall Street Reform and Consumer Protection
Act, establishes a new rule, Regulation SE, under the Securities Exchange Act of
1934. As SEC Chair Gary Gensler notes, the final rule is aimed at enhancing “the
transparency and integrity of the security-based swap market.”
The final rule will become effective 60 days after the date of its
publication in the Federal Register. For more information, see the
